What do you use? If it's Audacity, then go to Edit/Prefferences and pick your mic model.
If that doesn't make it better, then in your windows volume, lower the bar in ''Wave'', re-plug your mic and it should be fine.
Replug mic after doing any changes to the settings, also, perhaps the mic input volume is set too high in the program you're using, try lowering it.

I mean, what program are ya usin? Are you using plug and play USB mic or in jacks, what's your sound card? New PC you say? What is it? Wait a minute, does it have a RealTek card in there?

it's a labtec verse 504 that's plugged into the microphone jack of a toshiba that uses windows vista. i'm using audacity for the recording. as for sound card.. dunno. i know surprisingly little about computers for someone who claims to be a flash animator..
I suck at voice acting. I always have to have someone else do it for me.
maybe you've destroyed the mic by yelling into it and spitting on it too much? find someone you know who's good at music and sound stuff and latch onto them! :D
i can safely say i've never yelled into it. and i try to keep my work space relatively spit-free. i do know a dude who's in a band, maybe i can ask about it...
I don't think you'll ever HATE VOICE ACTING as much as I do.
Are you using a USB microphone? If you aren't, the quality of your recordings will be affected by your computer's sound card. Thus, if you changed computers, that might explain things.
